Are Republicans blocking measures to draw down troops b/c they have many military dependents in their district?

We are creating an entire generation dependent on the government. We need to cut out military budget by at least 50%. It is now higher than it was at the peak of the cold war. The Black Budget is larger than ever. It is one giant socialized welfare program.
